Could I suggest you get your security to patrol the site and try to catch whoever it is who is forcing open the cupboards and stealing in the first place.And maybe catching them in the act,and carrying out thier job title = SECURITY.
If you have any reasonable suspicion that there is someone committing this crime then you have the right to call in the police who can do the stop search.
Doing this yourself unannounced may be breaking human rights laws or something to that effect otherwise every company would be doing it just in case.
I would certainly broadcast that you intend to start random stop searches ensuring that the staff are removed to another room for the search to be conducted and there are other staff present especially if there are women included in the stop search of their possessions.
Broadcasting the potential for random searches may indeed reduce the thefts.
We have have a lot of contract staff working onsite out of hours, at the same time a lot of electronic equipment has gone "missing" from cupboards which have been forced open.
Obviously we can't accuse anyone without proof so can our Security request to look inside the contractors toolbags when they leave site? We would not want to notify them that we are going to do this.
