Hi Chris, no probs and yea for sure not a bad definition although, it is particularly the misapplication of rules, regulation and even legislation in an illegally applied way that I refer too in my little rant.
Some institutions have always found it handy to use and/or hide behind "rules" especially in more recent history the 'data protection act' that does actually also state that some information should be shared where beneficial to the subject of the information.
Nevertheless, in a culture where there is perceived to be "zero tolerence" for any error the irrational fear surrounding error and inability to recognise, accept responsibility and correct mistakes is going to be the challenge let alone the concept of a simple appology !!!!.
Nigel, I am not sure I understand you correctly. Being ignorant as I am I looked up the term "misfeasense" since I have never heard of it before.
Misfeasance involves misapplying, retaining or becoming accountable for any money or other property of the company by any officer or ex-officer of the company (this includes directors and the company secretary).
I can't see how this applies to your comments.
Transparency from the authorities is a move towards equality and justice. Two values that have been missing from this land for too long - Lets not slate them lets, instead support their moves and urge greater transpancey.

Oh dear, of dear, more opportunities for local authorities to hone their skills of misfeasence both with their employees and public as they become even more expert at applying rules and regulations at will or just when it suits them.
Little wonder the them and us distance between service provider and customer continues to grow as those barrack-room lawyers adept at using the system against itself thrive and benefit whilst the rest suffer the consequences of the resentment heaped upon anyone else who's needs are not assessed and struggle with the bureaucracy and redtape.
Not education, education, education but, money, money, money as the cycle of budgets dictates the delivery of services and regular panic toward the end of the financial year when either out of money or have money left that needs to be spent quickly before the year end...............
It never has been the outcomes that were in doubt but the inequity of impact of over complicated procedures and bizarre mad hatter tea party policies !
