The Vetting and Barring scheme is recommendation 19 of the Bichard Report which was published in June 2004 following the investigation into failures around the Soham case.
From 12 October 2009 the scheme will integrate POVA, POCA, List 99 and the Disqualification Order Regime into one list of people barred from working with children, and a separate (but aligned) list of those who should not work with vulnerable adults.
This scheme is a large one which involves around checking 11.3 million people, (that around 1 in 4 adults). Although indivduals cannot apply until July 2010. In November next year it will be a criminal offence to employ an individual who is not registered.
It does not replace the CRB checking service as you are still required to get an enhanced check. Hopefully in around 5 years time the scheme may replace the current need for CRB checks.

With equal respect, it is not about new and improved or alternative it is about civil liberties and reasonably positive affirmation that an individual has not been convicted or charged with a criminal offence rather than being suspected of being potentiaaly abusive to another in this case vulnerable individual.

In either case the system is only as good as the data it collects and in our experience working with vulnerable minors very often it is the one qualified by an extended criminal record that has made a far better mentor / instructor than many a teacher with a clear and enhanced CRB check............

With respect, can I suggest everyone reads the details of the scheme before asking questions in the forum? It may save some time and effort to go to the website that has all the details including factsheets, helplines and FAQs that will answer 99.9% of questions. www.isa-gov.org.uk. Then if clarity is still needed, then the forum is your man.

So is this going to be a replacement for enhanced CRB checks a combination of 'lists' or just making them all them redundant or, having gone potty over the construction black list, is this going to be another alternative black list or what ?

I think it would also be in order to give some assurances to those who have been wrongly put under suspicion. We have to ensure that the proper avenues are in place for the right of redress before someone's career is put in jeopardy. All the emphasis is put on the authorities missing relevant offences but they have also made mistakes the other way round.
