It's difficult to see why this would directly affect the tenant be they 'vulnerable' or otherwise, but surely a LA should ensure and have procedures in place to make sure landlords are complying with all legislation before placing a tenant? If it isn't in place now I'd start putting one in place straight away.

You should also be asking if the landlord won't supply something that costs £80 and is valid for 10 years what else is he failing to provide?

What is the legal position for a local authority "placing" a potentially vunerable person(s) in a private rented property after 1st October 2008, if the landlord does not produce an Energy Performance Certificate. Obviously the landlord will be persued by the appropriate Trading Standards office, but in the meantime should we continue to place a tenant in the property.
