As I work in an office. I was wondering whether there is a maximum temperature it should be?

I am driving a minibus from 1-2.5 hours at a time during the heat of the day and there is no air conditioning in the minibus, just open windows. I cook behind the windscreen and the air flow quickly goes to the back of the bus. I feel lack of concentration whilst driving even though I drink water as I go. Today after 5pm when I took a thermometer with me it reached 35C beside me. During the day it must be well over 40C. Are there not serious health and safety issues here?
I am a Hospital Engineer and my office today is 31 degrees...normal is 26 even in winter!!!can't complain tho' it just means I get to spend more time away from the paperwork...

my problem with the wearing less clothes at work is that i work in a kitchen so i have to wear heavy thick trousers and a tee shirt its not the office workers that suffer they have air con we have a hot oven and grill so how are we supposed to stay cool.
