It cetainly looks like a good opportunity for competing local authorities to kickstart regeneration and attract jobs by offering a levy-free alternative. One thing is for sure, shareholders won't notice much of a difference. The costs will be defrayed to individual commuters or recovered by price rises.

Will someone be checking that the money raised will be added to the current public transport budget and not just swallowed up by NCC? Also the revenue generated is expected to double by 2015, is this a warning that once the levy is in place NCC can increase the rate as they see fit?
