    ...he outbreak of Legionnaires' Disease in 2002. The council was the first public body to be charged with the offence in Britain. It pleaded guilty to an offence under section 3 of the Health and Safety at Work Act 1974. Gillian Beckingham, the council’s design services manager, still faces a retrial on seven counts of manslaughter, following the collapse of the trial on 22 April when the jury were unable to reach a decision.
