    Government policies to reduce carbon emissions from offices, shops and factories by 2050 are set to fail, according to the country’s biggest property companies. In a report to be published this week, the British Property Federation (BPF) says that energy performance certificates (EPCs) only offer theoretical information on a building’s design – data likely to change drastically once a tenant is inside.
