Policies great but without a culture of 'Positive Regard for All' the foreseeable risk of 'banter and teasing' turning into bullying and harrassment is unlikely to be mitigated or prevented and too late when grievence action plan kickin off. Prevention is better than cure............. Perhaps an anti-apathy day would focus attention on omission to do something?
