... a demonstration of competency? One is becoming a 'compulsory requirement' for members of the considerate contractor scheme, CSCS. I (the real personal I) feel SMST is another attempt by CITB to 'borrow' military precis from the Royal School of Military Engineering, change the name of the course and charge a fee for training and, assessment and endorsement to boot! (SMST is RE Site Safety Supervisor, (SSS) but notably with a much lower pass mark!) In Stuart's case he may well be put in the invidious position of appointing a principal contractor who during constuction phase, question's the c...

It is very difficult to maintain a reasonable number of fire marshals, yet alone obtain sufficient numbers to assist with, for example, evacuation using evac chair, then you have the increased handling risks. Also, we have a wheelchair user here, who is also responsobsible for organisational equality, who refuses to be evaucuated by anyone other than the fire service. Just because the Reform act currently plcaes the responsibility on employers, does not mean that this is right; the fire ser...

In ascertaining someone’s competence to provide fire safety advice I would encourage people to ask for references, be aware of what fire safety training and qualifications they have and check to see if they are registered or accredited with an appropriate third party body.” See the article Lessons from Penhallow in the latest i...

Fire safety reforms have been in place since the introduction of the Regulatory Reform (Fire Safety) Order 2005 (RRO) on 1 October 2006, which simplified, rationalised and consolidated existing fire safety legislation. Historically, fire safety legislation had developed in response to particularly tragic fires which resulted in huge casualties. As a result, fire safety provisions were scattered over many pieces of legislation. The RRO has made compliance easier,...

Don. Thanks for your reply - have you discussed this part of the new regulations with your boss: Safety assistance 18. —(1) The responsible person must, subject to paragraphs (6) and (7), appoint one or more competent persons to assist him in undertaking the preventive and protective measures. As you will see it states "must" which is not an option except for where paragraphs 6 & 7 apply which I don't think they would in your case. Could I also ask who you consider to be the...

From how I understand it, there is no legal requirement for a qualification. A company I know of had a seminar, where the maintenance manager attended, the people giving the seminar were not accredited to any H&S organisation, such as IOSH. However, The maintenance manager isnt the responsible person, and there is...

... suggests you would support the rationale behind CSCS/SMST if it ‘aids’ a demonstration of competency?" The problem is it does not demonstrate "COMPETENCY", only that: 1. The person has some pre-determined qualification; and 2. The person has passed an arbitrary H&S multi-choice test. Competence is not only "Quals + Bit of H&S". In addition, some of the schemes don't take into account prior qualification and experience - still requiring an NVQ. Demonstrating competence is something else altogether.

...) require employers to train staff involved in manual handling activities. With large numbers or high turnover of staff, it can sometimes prove more cost effective to have the training resource in your own company. This course is designed to enable staff to acquire sufficient knowledge and training competence to be able to prepare and deliver in-company training to those staff at risk from manual handling activities, and to thus meet the above legislative requirements. It also incorporates the recent Health and Safety Executive guidance on ‘labelling loads’. The course will enable delegates to deve...

The Government has today launched a consultation on proposals that it says will make `employment practices in the UK more flexible and family friendly'. I think it is felt in the industry at the moment that this is long overdue, but the Register is perhaps not as broad in its scope as it could be for example the Association of Project Safety has been overlooked, and you need to work to quite a high standard to get that level of recognition. We are presently working up further ideas on these lines. And there is scope for cutting down on unnecessary third party duplication.
