Biography
Kelvin Reynolds was appointed as Director of Technical Services for the British Parking Association in March 2004. He is responsible for the development and delivery of Technical Services to Association members, promoting industry best practice and Government liaison. He also produces industry Codes of Practice as well as being the UK Head of Safer Parking Scheme (Park Mark)(R). Kelvin has significant experience in the management of parking in the private and public sector and was formerly Parking Services Manager at the City of London in the 1980's and 90's, and subsequently Transport and Infrastructure Manager at Bluewater, Europe's largest retail & leisure destination. He was an elected member of the BPA Executive Council from 1989 to 1995 and has been a major contributor to the successful development of the BPA's Parkex International exhibition and conference event. Kelvin is a UK Incorporated Engineer, a Fellow of the Highways Incorporated Engineers and has a Diploma in Highway and Traffic Engineering. He is also a Member of the IoD.
