Biography

Phil Conran is General Manager of Recycling Development at Biffa Waste Services which he joined in 1991. Initially responsible for the planning and implementation of recycling programmes for local authorities, he has spent the last 10 year heavily involved in the application of Producer Responsibility within the UK, starting with the development of one of the first Packaging Waste Regulations Compliance Schemes – Biffpack – and leading to his current position as Deputy Chairman of the Government’s Advisory Committee on Packaging. He has been at the forefront of the debate over the development of the WEEE Regulations, being part of various government working groups and bodies such as the WEEE Advisory Group and set up the Transform Producer Compliance Scheme within Biffa which now has a 7% market share and includes members such as BT and DSG International.
