A Scottish prison Deputy Governor’s failure to pass on information on new laws to staff has led to the murder of a 28-year-old woman, a court has heard.
The lack of communication resulted in officers releasing a prisoner, John Campbell, on a home visit, where he later murdered his brother’s girlfriend, Catherine Thomson.
The change in legislation was designed to govern the release of prisoners on home visits by altering the way risk assessments were carried out on prisoners.
