In September 1999, Mitsui Babcock contracted with Foster Wheeler to assemble equipment and piping into two boiler plants. The boiler plants were to be located on vacant land leased from BP Oil Grangemouth Refinery (BP) within the petrochemical complex at Grangemouth and operated by a separate company.
