In February, when the Corporate Manslaughter and Corporate Homicide Bill was in the House of Lords, MPs voted to allow prison governors to be prosecuted over deaths of prisoners in custody; despite the fact the Government had excluded these deaths from the new legislation arguing that current provisions over deaths in custody, including inquiries and inquests, are sufficient.
