Government plans to reduce carbon emissions could fail because they target the wrong people, the British Property Federation (BPF) has said.
As Workplace Law previously reported, a DEFRA consultation which concluded at the end of January proposed a number of emission reduction measures targeted at large energy users such as supermarkets, hospitals, large offices, hotel chains and large local authorities
