Steel giant Corus is to be prosecuted over the explosion at its Port Talbot works which killed three workers and left nine with severe burns.
The HSE has served two summonses on Corus UK Ltd for breaches of health and safety law.
It follows the end of its investigation into the explosion at Blast Furnace 5 at Corus's "Abbey Works" in November 2001.
