Doncaster Council has been accused of "not bothering about victimisation and discrimination" after an employee won a second case under the Race Relations Act in little more than two years.
It had to pay Richard Smith a substantial five-figure sum to settle a racial harassment case in August 2003 after he suffered what he described as a sustained campaign of abuse while a joiner in its works department.
