The HSE and the Environment Agency (EA) will both be involved in the investigation into this week’s explosion at the Buncefield oil storage depot. The two agencies form the joint Competent Authority (CA) responsible for regulation under the Control of Major Accident Hazards Regulations 1999 (COMAH).
