Owners or occupiers of land covered by the new right of access may appeal to the Secretary of State if served with a notice requiring a means of access for walkers under new regulations which came into force yesterday (6 January 2004).
Access authorities (National Park authorities and the local highway authorities) have powers under the Countryside and Rights of Way Act 2000 to make agreements with the owners and occupiers to improve ways on to newly mapped open access land.
