On 1 December 2003, drivers were banned from using hand-held mobile phones at the wheel. Accident-prevention group RoSPA has called for a new clamp-down on those who flout the legislation, claiming that there has only been a 25% reduction in hand-held phone usage. But a survey by the Association of Car Fleet Operators (ACFO) suggests that employers are still taking the problem seriously, and in many cases are setting even higher standards.
