The UK Chancellor of the Exchequer, Gordon Brown, announced in the 2004 Budget that he would be reviewing the tax and NICs status of self-employed workers. Clearly there was a concern that insufficient tax and NICs are being collected from this group, and a feeling that IR35 was not working because of enforcement problems.
