The Government announced in November that the commencement date for Operating and Financial Review (OFR) regime will be changed to financial years beginning on or after 1 April 2005. Trade and Industry Secretary Patricia Hewitt published the latest OFR proposals amidst praise from business organisations and criticism from environmental groups.
