The Temporary Labour Working Group has launched an industry code of practice for labour providers, which is backed by the Department for Environment and Rural Affairs (DEFRA). The Gangmasters (Licensing) Act 2004 will take effect in 2005; it is expected that it will be illegal for providers to operate without a licence.
