In 1990 the applicant (Afolabi) was interviewed by the respondent council for the post of auditor grade SO2 but was unsuccessful and accepted the post of departmental auditor. After an assimilation test in 1994 and a job reassessment in 1998 he remained on the same grade. He sought clarification in relation to the latter and was advised that posts were assessed on an individual basis and comparisons could not be made between posts in different departments.
