Retailers in town centres can be directly affected by compulsory purchase (CPO) schemes for regeneration, even though their land is not actually proposed to be taken.
Lands included in such schemes often form part of servicing areas for existing occupiers. Parts of the highway network upon which existing occupiers depend for servicing may also be affected.
