The DTI has updated its information on the sectors that were excluded from Working Time Directive when it came into force in October 1998 - road, rail, air, sea, inland waterway and lake transport, sea fishing, "other work at sea" (essentially offshore oil and gas exploitation) and the activities of doctors in training.
