On 23 July 2002 the Government published a draft Code
of Practice on workforce matters in relation to the
contracting-out of local services. The draft Code is meant
to ensure that where local authorities choose a private or
voluntary sector partner, this will be on the basis of
raising the level of service and not in order to drive down
the terms and conditions of employees. The Code will
