Transport Secretary Alistair Darling has approved plans to introduce a congestion charging scheme in Durham. The decision follows the controversy surrounding the charging scheme put forward by London Mayor Ken Livingstone.
Charging road users has, along with the introduction of a workplace parking tax, been on the agenda for some time as the government seeks to pressure local authorities into cutting emissions targets, while towns and cities are becoming more congested.
