The total cost of the Buncefield oil disaster could reach £1bn, according to the final report into the incident.
The Buncefield Major Incident Investigation Board published its findings yesterday, exactly three years after the explosion and fire at the oil depot near Hemel Hempstead, Hertfordshire, injured 43 people and forced 2,000 to vacate their homes.
