Buncefield was the result of negligence, says High Court

The Buncefield oil fire was the result of negligence, a High Court judge has ruled during a preliminary hearing. 

Mr Justice David Steel ruled that a supervisor on duty on the night of the explosion was negligent, but did not make any ruling as to which company was responsible for such negligence.
