A flurry of fire safety cases have now made it to the courts, suggesting that the effects of the Regulatory Reform (Fire Safety) Order 2005 (RRO) are now being felt across England more than a year after it came into force.
In Blackburn, the manager of a snooker club was said to have put “lives at risk” after inspectors found emergency exits blocked and the fire alarm broken.
