The Institute of Practitioners in Advertising (IPA) has responded to a Government consultation on the UK's creative industries by asking the Government to make the industry exempt from TUPE legislation.
The IPA claims TUPE legislation damages "free and fair competition in the market". The legislation, which was introduced last year, can oblige agencies that win contracts to take on staff from the incumbent.
