Councils getting tough with licensees over noise issues

Business across the country are facing legal showdowns with councils over issues arising from the smoking ban.According to the The Publican, licensees in particular have been reporting harsh treatment from their local authorities and noise from smokers outside pubs is the main issue causing licensees headaches.
