Research and investigation indicates that most outbreaks of Legionnaires’ Disease in the United Kingdom have been attributed to building water services, in particular hot and cold water supplies, cooling towers, water spray humidifiers, spa baths and pools, industrial plant and machinery utilising water storage with potential to create airborne droplets or particles. Every employer has a duty to ensure, as far as is reasonably practicable, the health, safety and welfare of their employees and members of the general public. The importance of a sound Legionella policy has been clearly highlighted over the last few years by the high profile Gillian Beckingham case.

The Legionella Policy and Management Guide version 3.0 has been published to help employers in England and Wales ensure that they comply with their duties under law, and to provide a clear record of the policy and procedure.

The draft policy also comes with a 27-page Management Guide containing helpful notes on the policy and six Appendices, including a glossary of definitions, ‘Chain of Command’ and ‘Action Plan’ diagrams, and two example record forms.

About the Author

Giles has been with Bureau Veritas since 1989, specialising in legionella control. He is a fellow, past chairman and current vice chairman of the WMSoc and is the chairman of its technical committee. Through the WMSoc, he is also a contributor to Legionnaires’ disease – The control of legionella bacteria in water systems, known as L8. He is co-author of CIBSE’s Technical Memorandum TM13, Minimising the Risk of Legionnaires’ Disease.

He is a practising associate of the Academy of Experts and a founder member of the Society of Expert Witnesses and has been called by the Crown Prosecution Service as an expert witness in the first Manslaughter by Legionnaires' Disease trial.

Through the Water Management Society he has contributed to the HSE’s 1999 consultative document on the control of legionellosis and was co-author of Minimising the Risk of Legionnaires' Disease, published by the Chartered Institute of Building Services Engineers (CIBSE).
