I am looking for guidance re the 'public-ness' of the public toliets in a Town Hall. The perception iat the moment s that they are public toilets that can be used by all and sundry!
We are regularly having problems with daily visits from homeless people who make a significant mess in the toilets and cause distress to other users (and the cleaners - I believe).
What if any restrictions can I apply baring in mind this is a public building, open for long periods of the day for various Council Services and Community events.

If a person books one of our assembly halls for say a birthday party would they be required to have their own public liability insurence?

We are about make changes to our present cleaning contact to include sections of a building which were not originally included. The area is presently cleaned by two of our own staff and the intention is to TUPE them across. We are just about to start the formal proceedure but the staff have approuched their union and stated formally that they do not want to join the join the contactor. What rights if any do they have to refuse to be transfered and how should I proceed now.

As a Council Officer how far can I and my Licenced Security Contractor go in preventing known troublesome individuals from entering our Public Buildings without resorting to court proceedings. At the moment individual departments such as Housing are issuing banning letters, stating that individuals will not be dealt with face to face and insisting they use e-mail, fax, post etc. to carry out their transactions. Apart from asking an individual to leave a building is there much else I can do if they are not being violent or aggresive.
