hi all, thanks for all your comments but my original enquirey was "if the council insist that an extinguisher must be carried is there then a legal obligation on the council to make sure that each driver is trained in its use" othewise what is the point in insisting on you carrying one?

you are correct about the 1 or 2kg powder extinguishers. the majority of hackney cabs work solely for themselves. i still feel that as the council insist on extinguishers being carried then there should be mandatory training in their use. who reads the side of an extinguisher? not many cab drivers i know thats for sure. however, do the council have a duty to insist, rather than provide, that training is undertaken by all.

my local council says that all taxis must carry a small extinguisher. as this is a regulation of the car being licensed should the drivers be trained in their use.

i agree roger, the signs are pointless, if you do not know the law by now, with the millions spent on promotion then you are an arse. (not you personally!!) if this chap had not publically fought no smoking he would still be in business, the authorities turn a blind eye to drink regulations.
the licensee in question is, i would say, not a fit and proper person to hold such a licence. but, all thinking of fighting it shoud make sure that the rest of their glasshouse is in order first.

The specific point I was trying to make was if, for instance, a small office company had premises on the 3rd floor of a multi-let building with no lift access, could they discriminate on the grounds that employing someone who is either phyiscally, or visually handicapped, could seriously effect their health and safety in an emergency or that they, more the physically disabled, would not be able to get to the work premises safely.
