Subcontractors definitely need to prove that they have PAT Testing in place as well as have Public Liability Insurance.

Monitors are always earthed but somtimes the casing makes it hard to get an earth. If you can get an earth then you should run the test for a Class 1 appliance.

Fixed electrical installations should be tested every five years.
Portable appliances should be have PAT Testing done annually (more or less) depending on the class of the portable appliance.
