If you are refering to question 3:

It seems that you can enter 0 for this to get around the 'required numerical value' problem.

I think it's a good idea - I am opposed to a blanket ban on smoking in the workplace. (I suppose I am thinking more of bars/clubs here)
At least there will be some sort of protection for employees with this solution too, although the current alcohol licensing system is ridiculous, so I hope it's not too similar...
