What would you expect as proof of electrical competence to work on live machinary to trouble shoot faults assuming that the only option to find the fault is working live

A potential customer requires a questionaire completing while tendering for a contract. The client is also requesting copies of service engineers CV and training records. Some engineers are reluctant to allow this information to be divulged. Where does the company stand? If we do not provide the information we will not get the work.
What happens if we divulge the information without the engineers' permission?
I would appreciate your comments
