It is all very well Government & their appointed Quangoes continuing to issue rules & regulations in administartive & legal gobbledegook, which no doubt they pretend to understand, but until the man on the ground is demanding action for the principles involved nothing will happen. Making more criminal law to try & force the nation into line will just be as nonsensical as the criminal charge for a waste bin lid being open on collection. Common sense should be taught in kindergarten, throughout all school years & even be a degree course, maybe a there is a place for a university of hindsight & common sense; perhaps most administrators should be made to apply & qualify before being appointed to a job!! It is very easy to say everything should be regulated with Codes for this & that, unfortunately most building operatives have no idea what they are or that they even exist. Surely communication should be at grass roots level in a language the genertal site operative will comprehend & wish to be seen to be actively making savings on materials. Simple site tidy processes at the end of every day will save abouit 10% of the material necessary for the site works. I have experienced this effect with my own small building company so I know it works. The end result is savings on build cost & more effective site management, the site operatives actually appreciate the site being tidy as they can find their tools & statr work in a clear & tidy environment.
