This is an area where OHS, HR and personal obligation overlap. Each employee has an obligation to not expose their colleagues or the public to a hazardous situation or an unsafe workplace. If an employee considered themselves unfit for work due to a hangover, they should stay at home on sick leave. The HR officer or safety manager, seeing someone "under the weather" at the start of the day, should send the employee home on sick leave, to satisfy their OHS obligations.
Too frequently society turns a blind eye to the effects of alcohol as it is part of the culture. The risk of an impaired worker creating a hazard for everyone else at that workplace is too high to be acceptable. Eliminating the hazard from the workplace should be the priority. Then treatment of the cause can begin.
