As a rule of thumb, the room needs to be a size to accommodate the equipment you may need for any accidents that may need to be dealt with. So if you work with an office environment the probability of a major injury is small therefore you may not need a lot of space.
I have always worked on the principal that a first aid room needs a bed, chair, storage cupboard, and room for advice posters and a telephone as well as a sink and clinical waste bin but this is for a manufacturing plant with around 50 employees.
Therefore, as long as the correct provision of equipment is there and you have room to work you will be able to justify your case.
