We have just completed the Croner interactive training in Health and Safety together with workstation assessments for office and home workers for the first time as a whole company. The interactive training took each member of staff anywhere between 2-3 hrs and the collating of the workstation assessments and remedial works are still ongoing.
This was and is very time consuming and I would like to know what the mimimum legal requirement for refresher training is. Is it yearly and would we need to go through the complete training again? Or could we email and display (via noticeboards) changes in the regulations?

Generally refresher training needs to be redone every 2- 3 years, unless there are any significant changes in between -i.e. new and different IT equipment or software, after which it needs to be done as soon after the changes as poss..
Significant to changes the DSE Regs would require refresher training if they significantly affect the way you work.
Notifying people by email or notice boards is not training, employers must go further than that.
Refresher training is generally a condensed version of the initial training and also addressing anything new or interesting.

The statutory "requirement" in respect of training is to be found in s.2(2) of the Health & Safety at Work Act 1974, it requires employers to provide such information, instruction, training and supervision as is necessary to ensure, so far as is reasonably practicable, the health and safety at work of his employees.
The wording is such that training is not mandatory, however, clearly it is preferable. To answer your question, there is no minimum legal requirement.
Some form of refresher course for employees who have had the training (at a suitable interval) may be the best way for you to take matters forwards. Separate provision would be necessary for new employees.
