can anyone advise if after redundancy from recruitment industry an employer can enforce the covenanant in the contract .

Bryan, The short answer is yes, as long as the covenant is drafted effectively.
However the courts in the UK are much more challenging of the employer, about the employee's right to earn his/her living in circumstances post termination, where the relationship has come to an end because of the redundancy. So it is far from easy for the employer.
Another view is that making someone redundant and then robustly enforcing a covenent is caddish. Caddish does not equal unlawful.
