It is all very well Government & their appointed Quangoes continuing to issue rules & regulations in administartive & legal gobbledegook, which no doubt they pretend to understand, but until the man on the ground is demanding action for the principles involved nothing will happen. Making more criminal law to try & force the nation into line will just be as nonsensical as the criminal charge for a waste bin lid being open on collection. Common sense should be taught in kindergarten, throughout all school years & even be a degree course, maybe a there is a place for a university of hindsight & common sense; perhaps most administrators should be made to apply & qualify before being appointed to a job!!
