Check the claim properly, insist that a manager checks it properly, instead of just signing it.
Actually, I should have said first of all "ensure a hierarchial approval process is in place".
I specialise in internal processes and controls for companies, and would be happy to assist any company (large or small) in implementing an expenses policy, which would more than likely include one of the excellent third party online systems that are available.
