This aspect of employment law is very difficult to monitor. It relies solely on the fact that staff are honest on this matter, and that they do not abuse the system.
I have been very lucky so far in not coming across anyone who has mis-used the time off for dependants, nor anyone who was not grateful for the concessions given. My experience has shown that people respond well to the fact that you have listened and understood their need for time to attend to these matters.
