Will "sneaking off" for a coffee be the next item on Mr. Henshaws list, or is the old fashioned attitude of set coffee breaks operated in the Liverpool Council offices? This is the 21st century not the dark ages and Mr. Henshaw should be working on trusting his employees and treating them like adults. Better to have happy, willing to work staff than disgruntled ones.

My view is that Liverpool Council should spend their time and resources on finding acceptable solutions for their smokers. Not wasting money trying to police a problem that probably affects more than 25% of their workforce.
Technology is fast catching up with the problem of passive smoking and it is now possible to smoke indoors and still afford non-smokers complete protection against the risks associated with passive smoking. The TUC Congress Building has recently provided an acceptable indoor solution for their smokers (including some Unison Members) and as Mr Owen points out, they have focussed upon removal of the smoke, not the smokers.

In light of the earlier article concerning "toilet breaks" is this leading to a "double-whammy" for staff who smoke in toilets.

if staff are allowed unrestricted time to go off for a "Smoke" which on average could be 10 mins and a person smokes 10 a day, should this not be added to their working day as there will be a considerable amount of time lost at the expence of others and the company> What if people decided to take a Fresh Air break!!! would they be stopped and would this be a case of discrimination against Non-smokers!!! What do you think.

I am really surprised at some of the comments. Employees are under a contract of employment and this provides for paid breaks etc. If someone abuses their contract by taking unofficial breaks this is quite rightly a disciplinary offence. I do agree that it is gross misconduct as this is technically stealing time from the company.
