Too many people these days seem to think if costs are caused by government regulations they are 'taxes'. They are only a tax if the government gets the money - this cost to businesses is not a tax, it is a government attempt to make businesses stop polluting the environment indiscriminately as they have been.
I cannot comment on how effective it is, but at least the government are trying - unlike the businesses - to ensure the future for our grandchildren is a little cleaner.
If there are problems with compliance schemes meeting regs, that is their fault, not the governments. Another case of the service industry not keeping up with regulation rather than unnecessary regulation.
